OWNERS RESPONSIBILITIES:

The Public Works Department under Charles Robidoux deals with all kinds of preventive maintenance and infrastructure repair work for the municipality.

The main duties of the Public Works Department are :

  • repair and maintenance of asphalt and gravel roads (includes levelling and dust-abatement)
    maintenance of ditches and culverts on municipal roads
  • inspection and repair of the water-delivery network (Village and Lake St-Denis sectors). When necessary, dates for cleaning the network will be published under the website heading "INFORMATION FROM DAY TO DAY" in the Welcome section.
  • maintenance of the sewerage network (Village, Lake St-Denis and Morgan Reserve sectors)
  • snow clearance of streets, sidewalks and municipal parking lots
  • disposal of the village snow
  • abrasive spreading on roads and sidewalks
  • maintenance of traffic signs
  • maintenance of the municipality’s mobile equipment and vehicles
  • applications for connection to the water delivery network and/or sewers (by-law 529)
  • applications for work on the right of way on municipal roads (by-law 5354)
  • applications for construction and municipalization of private roads (by-law 588; 588-1, 588-2, 588-3) (politic 2009-01)
Collection of garbage and recycling:

Garbage should be placed at the roadside in a strong container after 7 PM on Tuesdays and removed the day after on Thursday.
Garbage box or recycling bin should be accessible and clear of snow.

Collection of garbage:
Alternatly on Wednesday, one week garbage one week recycling, except in June, July and August the collect is every week.
It is mandatory to keep your garbages in a sealed wood or garbage box.
No green been should be used for garbage.
Large items: At Eco-Centre (free) or 4 collects (May18, July 6, September 7 and October 19).

Collection of recycling:
Alternatly every second Wednesday, one week recycling one week garbage. The green bin must be used ONLY for recycled material.

Street lighting:
Maintenance of street lighting is in the hands of private contractors. If you notice that a street lamp is not working correctly, please notify us, giving the street name, intersection and civic number.

Rules for culverts:
The minimum diameter is 400 mm (16 inches) and the maximum length is 9 metres (30 feet) (by-law 588 road construction; 588-1, 588-2, 588-3).
Culverts, in ditches beneath car ramps, must be supplied, installed and maintained by the landlords.

Snow, water, etc. (nuisances – by-law 714):
Article 20: The act of depositing, accumulating or dumping snow or ice from one property onto another, onto public roadways or land, into water or streams, as well as creating a snow tip, constitutes a nuisance and is prohibited.
Article 21: The act of dumping, depositing or spreading the following on public roadways or on public land or spaces, and in municipal water or streams: soil, sand, mud, stones, clay, peelings, sewage, paper, refuse, household waste, garbage, concrete, oil, grease, gasoline or other substances - constitutes a nuisance and is prohibited.
Anyone breaching a provision of this by-law is guilty of an offence and is liable to a fine.

Layout near the right of way (nuisances - by-law 714):
The municipality while carrying out maintenance work or snow removal is in no way responsible for breakages or damage caused to a building, car shelter, fence, garbage box or any other item if these are situated closer than 1 metre to the right of way (the space between property boundary markers, cf. certificate of location).

Cleaning of water supply system:
The quality of our drinking water requires a great deal of attention; so one of the important jobs to be done is the annual cleaning of the pipes beneath our streets. This cleaning is done in May each year (check out our website for the exact date). During this period it is recommended that you wash your clothes and dishes between 7 PM and 7 AM to avoid washing with muddy or rusty water. It is best to let the water run before using it.

Hot water tanks:
To prolong the life of your tank and to clean out deposits, you are recommended to empty your hot water tank at least once a year. Before starting, turn off the electricity and water supply to your hot water tank. It is better to do this after the municipal water pipes have been cleaned.

Checking water pressure reduction control valves (by-law 529):
A municipal by-law states that the entry pipe for drinking water in each household must have a pressure reduction control valve. Once a year a check must be made to ensure that it is working correctly. Why not do so in January?

Illegal parking:
Anyone breaching a provision of this by-law is guilty of an offence and is liable to a fine.
By-law concerning traffic control and parking (by-law 498-1, 498-2).
Anyone duly authorized by a resolution of the municipal council may, at the owner’s expense, remove or have removed an illegally parked vehicle during snow clearing or in the following urgent circumstances:
- if the vehicle carries a risk to public safety by obstructing the flow of traffic;
- if the vehicle obstructs the work of firefighters, the police or any other public servants during an event that is causing a risk to public safety.
The aim of having specific times for street parking in winter is to simplify the municipality’s snow-clearing operations. It is forbidden to park or leave a vehicle unattended on the public highway throughout the territory of the municipality between 8 PM and 7 AM between November 1st and April 15th; this is to permit snow-clearance to be carried out in the most efficient way.

Connection to the sewerage system: It is forbidden to connect rainwater outlets (e.g. foundation drain) to the sewerage network, in order to reduce the cost of treating sewage.
